4'10 teenage girl with big belly? am i overweight?
Maybe you are constipated. Since you mention you eat things like rice & meat a lot you sound like persians (lol) & a lot of us have rounder bellies but the rest of us is fine cause we eat lots of rice & things that make people constipated. You should snack on lots & lots of veggies & avoid white foods like rice, potatos, bread, dairy, etc. Also try taking some sort of fiber or eating a few prunes (like maybe 6 or so a day) for like a week or 2 & see if your stomach gets any smaller. If you use the restroom every day & kno this is not the issue then ignore this suggestiion. If that is the case then prrobably your genes tell your body to store the fat around your tummy, like you know how some people have big thighs, big buts, tummies, etc etc, my guess is it's because their genes tell thier body to put the fat in that spot. All i can say is eat lots of veggies & fruits in between meals. & try not to overeat. Small, frequent portions are the key to good weight & metabolism.
