Who decides if my belief in religious use and recreational use of marijuana is legitimate?

In America, laws have traditionally been based on a standard of truth known as the Bible. Of late (since the mid 1800s) man has turned to humanistic opinions as a standard of truth, so we have such stupid considerations of legalization of mind altering drugs.
