Is it possible for someone to be an adult and an adolescent at the same time?

I recently read an article in the U.S Department of Health and Services which said late adolescence was the time between ages 19-24. At the same time, however, it referred to these people as "young men" and "young women". So does this mean that they are adolescents and adults at the same time? Could someone clear this up for me?
